Das Projekt Foceval (Fomento de capacidades en evaluación = Förderung von Evaluierungskapazitäten) wurde 2011 ins Leben gerufen. Politischer Partner des Projekts war das Planungsministerium von Costa Rica. Das Projekt wurde Ende 2018 abgeschlossen.
