The suspension of US foreign aid by President Trump in January 2025 marked a significant shock to the global aid ecosystem, raising critical questions about the behaviour of European official development assistance (ODA) donors as media coverage of the event and public opinion might affect political decision-making. Against this backdrop, we examine the German public’s opinion on the USAID shutdown and their preferences for Germany’s and the European Union’s aid policies. A rapid survey conducted in February–March 2025 shows that while Germans broadly view the Trump administration’s decision to freeze US aid negatively, expressing particular concern about its impact on humanitarian issues, a substantial majority prefers no change to Germany’s foreign aid policy. Our analysis indicates that political ideology, populist attitudes and trust in the German federal government significantly shape whether individuals view the shutdown favourably and whether they support either mimicking US aid cuts or stepping in to fill the gap.

In einem vom DEval durchgeführten Umsetzungsmonitoring wird bewertet, inwieweit die Empfehlungen aus der DEval-Evaluierungen tatsächlich in der entwicklungspolitischen Praxis
verwirklicht wurden und ob die mit der Empfehlung intendierten Veränderungen eingetreten sind. In diesem zweiten Synthesebericht werden die Erfahrungen zur Umsetzung von Empfehlungen aus zehn DEval-Evaluierungen ausgewertet, die zwischen 2019 und 2022 abgeschlossen wurden und zwischen 2022 und Anfang 2025 das Umsetzungsmonitoring durchliefen. Die Ergebnisse werden mit den Erkenntnissen aus der ersten Synthese zusammengebracht, die 2023 veröffentlicht worden ist und in der ebenfalls zehn Evaluierungen untersucht wurden.

Multilateral development cooperation helps overcome present-day global challenges such as poverty, hunger and climate protection; it thus contributes to achieving internationally agreed goals, such as the United Nations Agenda for Sustainable Development. DEval has evaluated the multilateral engagement of the Federal Ministry for Economic Cooperation and Development (BMZ), focusing on the criteria of relevance, coherence and efficiency. Among other things, the evaluation analyses the extent to which the BMZ's strategic priorities are reflected in the multilateral portfolio, and whether bilateral and multilateral development cooperation are appropriately interlinked.  This policy brief presents key conclusions and recommendations of the DEval evaluation.

Multilaterale Entwicklungszusammenarbeit trägt zur Bewältigung aktueller globaler Herausforderungen wie Armut, Hunger und Klimaschutz und damit zur Erreichung
international vereinbarter Ziele, zum Beispiel der Agenda der Vereinten Nationen für nachhaltige Entwicklung, bei. Das DEval hat die Relevanz, Kohärenz und Effizienz des multilateralen Engagements des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) evaluiert. In dieser Evaluierung wird unter anderem untersucht, inwieweit strategische Prioritäten des BMZ im multilateralen Portfolio abgebildet sind und die bi- sowie die multilaterale Entwicklungszusammenarbeit angemessen ineinandergreifen. Die Schulssfolgerungen und Empfehlungen der DEval-Evaluierung werden in diesem Policy Brief zusammengefasst und analysiert.

The aftermath of civil wars can be a period of heightened contention with increased protest mobilization. However, we still know little about the mechanism through which individuals are motivated to join protests in such settings. I argue that exposure to war violence constitutes an important determinant. Especially when violence is perceived as a collectively shared experience among members of the same ethnic group, it is likely to increase group-based grievances and the propensity to participate in protests. This paper contributes to the discussion by shedding light on the factors that explain individuals’ propensity to engage in protests during post-conflict periods and by testing the mechanism through which the conjectured relationship is assumed to operate.

The German Institute for Development Evaluation (DEval) examined the area of intervention “Population dynamics; sexual and reproductive health and rights (SRHR)” of the Federal Ministry for Economic Cooperation and Development (BMZ) for the period 2011 to 2023. According to the current coalition agreement, this area of intervention is one of the priorities of development policy within this legislative period. This policy brief discusses the evaluation findings against the backdrop of current challenges.
