La presente evaluación piloto de la cartera de país (Länderportfolioevaluierung, ECP) proporciona información pertinente para la conducción de la cooperación al desarrollo (CD) oficial en el Perú, evalúa su compromiso y formula recomendaciones para su mejora. El objetivo es reforzar la transparencia y la rendición de cuentas de la CD alemana mediante la provisión de información sobre la efectividad de la CD por el BMZ en el Perú. Además, se proporcionará información para la planificación estratégica y la conducción, que será utilizada por el Ministerio y las organizaciones ejecutoras (OEs) estatales, así como por el Gobierno asociado en el Perú, para la toma de decisiones estratégicas y la mejora de la cooperación.

Opinion Monitor for Development Policy 2024. Public Support and Criticism in the Context of Multiple Crises and New Guiding Principles

The Opinion Monitor for Development Policy 2024 covers two main topic areas. The first part focuses on key attitudes of the German population towards development policy and development cooperation (DC) over the course of time. The stability of attitudes towards DC is also analysed for the first time. The second part addresses current global developments and new policy guiding principles. It sheds light on the attitudes of the German population towards development cooperation in connection with armed conflicts and economic crises as well as general attitudes towards foreign and security policy. It also explores the knowledge and attitudes with regard to feminist development policy. The report concludes with implications for development policy strategy and communication work.

Different Perspectives - Joint Success? Private Sector Engagement in Development Cooperation

Given the financial strength and cross-sectoral, welfare-promoting powers of private sector actors, it is not surprising that state development cooperation is paying more and more attention to cooperation with the private sector - be it with the financial sector, with the manufacturing industry investing in the global South or with companies engaged in foreign trade. However, private sector actors have their own perspectives on their investments in the global South and different priority goals than governmental development cooperation; unlike the latter, they are not primarily oriented towards collective interests. It is therefore all the more important to systematically analyze when and to what extent cooperation with the private sector can be successful from a development policy perspective and which hurdles need to be overcome.

Policy Brief: German Public Support For Development Cooperation Is Falling – Five Possible Explanations

Since the discussion about the federal budget in autumn 2023, the general public has been increasingly critical of German development policy. This criticism comes in the wake of a series of successive and interwoven crises: the Covid-19 pandemic; the Taliban’s return to power in Afghanistan in 2021; the Russian war of aggression against Ukraine, which began in 2022; and the conflict in the Middle East, which has flared up again since 2023. The war against Ukraine and its consequences have also led to rising living and energy costs. This has further exacerbated the tense economic situation in Germany and increased the pressure on the federal budget, thereby contributing to the premature end of the SPD/Green/FDP coalition, which had been in power since the end of 2021.

Against this backdrop, this policy brief addresses the following questions:
1. How has the German population’s support for development policy changed in recent years?
2. How can these developments be explained, and what are the implications for Development Cooperation?

Länderportfolioevaluierung Peru

Die vorliegende Pilot-Länderportfolioevaluierung stellt steuerungsrelevante Erkenntnisse für die staatliche Entwicklungszusammenarbeit in Peru zur Verfügung, bewertet deren Engagement und formuliert Empfehlungen für deren Verbesserung. Durch die Bereitstellung von Erkenntnissen über die Wirksamkeit der vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung finanzierten EZ in Peru soll die Transparenz und Rechenschaftspflicht der deutschen Entwicklungszusammenarbeit gestärkt werden. Des Weiteren sollen Informationen für die strategische Planung und Steuerung bereitgestellt werden, die vom Ministerium sowie den staatlichen Durchführungsorganisationen aber auch durch die Partnerregierung in Peru für die strategische Entscheidungsfindung und die Verbesserung der Zusammenarbeit genutzt werden.
