Dieser Bericht widmet sich dem Engagement des BMZ in Afghanistan und ist Teil der ressortgemeinsamen strategischen Evaluierung des zivilen Engagements der Bundesregierung in Afghanistan von 2013 bis 2021. Die bereits 2021 beschlossene ressortgemeinsame Evaluierung beschränkt sich auf die drei Ministerien, die das zivile Engagement Deutschlands in Afghanistan maßgeblich trugen: das Auswärtige Amt (AA), das Bundesministerium des Innern und für Heimat (BMI) und das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Neben dem ressortgemeinsamen Bericht wurden zudem drei ressortspezifische Berichte verfasst. Hauptziel der Evaluierung war es, eine unabhängige und umfassende Analyse und Bewertung des zivilen Afghanistan-Engagements der Bundesregierung vorzunehmen, um Erkenntnisse für zukünftige zivile Engagements der Bundesregierung in sehr fragilen und von gewaltsamen Konflikten geprägten Kontexten zu gewinnen. Die Bewertung des BMZ-Engagements erfolgt entlang Leitfragen, die sich an den OECD-DAC-Kriterien Relevanz, Kohärenz, Effektivität, Effizienz, Nachhaltigkeit und Impact orientieren.

German development cooperation is pursuing the objective of reducing negative social and environmental effects in global (textile) supply chains and thus, in the long term, contributing to designing them more sustainably. This evaluation examines, in particular, the interaction between various development cooperation instruments and measures to promote sustainable global supply chains in the textile sector.

Russia launched its war of aggression against Ukraine in February 2022. Global prices for energy and foodstuffs rose in part dramatically. Against this backdrop, the German Institute for Development Evaluation (DEval) has explored three questions based on a representative
survey conducted by the Development Engagement Lab (DEL) in October 2022:
1. How does public perception of the state of the German economy correlate with approval for DC?
2. What attitudes do people have towards various development policy measures in response to the war against Ukraine?
3. How does agreement to such measures differ according to individualsʼ political orientation and assessment of the general state of the economy, and their own, personal economic situation and income?

Im Februar 2022 begann Russland seinen Angriffskrieg gegen die Ukraine. In der Folge sind die Weltmarktpreise für Energie und Lebensmittel teils drastisch gestiegen. Vor diesem Hintergrund hat das Deutsche Evaluierungsinstitut der Entwicklungszusammenarbeit (DEval) auf der Basis einer repräsentativen Umfrage des Development Engagement Labs
(DEL) aus dem Oktober 2022 drei Fragen untersucht:
1. Wie hängen die Wahrnehmung der wirtschaftlichen Lage Deutschlands und die Zustimmung zur Entwicklungszusammenarbeit zusammen?
2. Welche Einstellungen hat die Bevölkerung zu verschiedenen entwicklungspolitischen Maßnahmen in Reaktion auf den Krieg gegen die Ukraine?
3. Wie unterscheidet sich die Zustimmung zu den Maßnahmen in Abhängigkeit von politischer Orientierung, Einschätzung der allgemeinen und persönlichen wirtschaftlichen Lage und Einkommen?

In December 2021, the new German federal government announced a feminist foreign policy in its coalition agreement. This concept aims at strengthening the rights, representation and resources of women and marginalised groups, and at fostering the recognition of diversity. In the same vein, Germany’s Ministry for Economic Cooperation and Development (BMZ) announced its plans to pursue a feminist development policy. While the German government considered this an innovation and a timely contribution to global gender equality, criticism emerged instantly, for example, by the party whip of the Christian Democratic Union/Christian Social Union (CDU/CSU) faction, Friedrich Merz, in the Bundestag.

Turning to feminist development policy specifically, opinion polls indicate that the general public, on average, has a sceptical perception of this concept. What remains unclear is who supports a feminist development policy.Against this backdrop, we analyse survey data from January 2023 to find out what role political orientation, gender and awareness of the concept play in explaining public support for Germany’s feminist development policy.

How has municipal development policy in Germany continued to unfold over the last few years, and where do things stand today? What has been achieved, and what are the challenges for municipal development engagement? Moreover, how can German municipalities be further supported in maximising their contribution to globally sustainable development up to 2030 and beyond? These questions are addressed in two complementary investigations: a study by the German Institute of Development and Sustainability (IDOS), and an evaluation by the German Institute for Development Evaluation (DEval). This policy brief presents the key findings and recommendations of both investigations.
