'Residual climate risks' are those climate risks that remain after risks have been reduced through mitigation and adaptation. To achieve the Sustainable Development Goals, residual climate risks need to be managed effectively. So far, only sporadic evidence is available on the effectiveness of instruments for managing these risks. Against this background, the present evaluation module report fills the knowledge and evaluation gap on the relevance and effectiveness of the instruments applied so far to manage residual climate risks.

The reason for the present institutional evaluation was the increasing political relevance of civic, civil society and municipal development policy engagement, which has also been reflected in a strong increase in funding in recent years. The subject of the evaluation was Engagement Global as an organisation with its structures, processes and portfolio of different programmes and their outcomes. The evaluation thus contributes to the institutional development of Engagement Global. The recommendations are intended to strengthen its capacity to act and to improve its support services.

A systematic use of Remote Sensing (RS) data opens a door for evaluators to better address evaluation questions by adding a spatial dimension. This policy brief highlights DEval’s methodological approach to the analysis of high-resolution RS data through the application of image classification and machinelearning (ML) techniques. DEval has been developing this approach in close cooperation with RS experts from the Faculty of Geo-information Science and Earth Observation (ITC) at the University of Twente in the Netherlands.

Die Entwicklungszusammenarbeit verspricht sich von der Kooperation zwischen privaten und öffentlichen Stellen die Mobilisierung zusätzlich benötigter Gelder zur Finanzierung der Ziele für nachhaltige Entwicklung (Sustainable Development Goals, SDGs). Inwieweit diese und andere entwicklungspolitische Ziele der Zusammenarbeit mit der Privatwirtschaft erreicht werden, wurde bisher aber nur in Evaluierungen und Studien zu einzelnen Vorhaben und Instrumenten untersucht. In der Evaluierungssynthese des DEval wird die bestehende Evidenz zum Thema erstmals systematisch aufgearbeitet. Dieser Policy Brief fasst die wichtigsten Erkenntnisse aus dem DEval-Bericht zusammen.

While “systemic thinking” is popular in the context of capacity development and evaluation, there is currently a lack of understanding about the benefits to employing systems theory in evaluation capacity development. This article illustrates how evaluation capacity development practitioners can use systems theory as a conceptual tool to gain a better understanding of the functional aspects and interrelationships present within a given evaluation system. Specifically, the systems theory perspective can help elucidate the reasons for the success or failure of a given evaluation capacity development program or activity.

Seit 2014 zielen sowohl das deutsche als auch das internationale Engagement in Irak darauf ab, gemeinsam mit der irakischen Regierung die Terrorherrschaft des sogenannten Islamischen Staates (IS) zu beenden und zur Stabilität des Landes beizutragen. Das Auswärtige Amt (AA) und das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) unterstützen mit ihren Beiträgen die übergeordneten Ziele der Bundesregierung in Irak. Unter Anwendung der OECD-Evaluierungskriterien wurde in diesem ressortspezifischen Bericht das Engagement des BMZ von 2014 bis 2019 untersucht.
