Über sogenannte Strukturierte Fonds soll es für private Investoren einfacher werden, in entwicklungspolitische Maßnahmen zu investieren. Das DEval hat untersucht, inwiefern dies tatsächlich gelingt und ob die Fonds die gewünschten entwicklungspolitischen Wirkungen entfalten und zudem finanziell nachhaltig sind.

Structured funds are designed to make it easier for private investors to invest in development interventions. DEval investigated how successful the funds are in achieving this, and whether they generate the desired development impact while being financially sustainable at the same time.

La presente evaluación examina en qué medida se logran los objetivos y las expectativas de los actores involucrados en la cooperación triangular (CTr) en la cooperación alemana al desarrollo. Además del análisis del portafolio alemán de CTr y la literatura especializada, la base de datos para la evaluación la aportan numerosos estudios de casos en América Latina y el Caribe, el Sudeste Asiático y África subsahariana.

Gegenstand der Evaluierung ist die Kooperationsform der Dreieckskooperation im Rahmen der deutschen EZ. Dabei vereinbaren in der Regel drei Länder mit unterschiedlichem Entwicklungsstand (traditioneller OECD/DAC-Geber – hier Deutschland, ein Schwellenland sowie ein Empfängerland) eine Kooperation, um gemeinsam entwicklungspolitische Maßnahmen zu verwirklichen.

Partner perspectives are of particular relevance for Germany and the international donor community, because partner countries can increasingly select with whom they cooperate. Thus, this report analyses (1) how policymakers and practitioners in low- and middle-income countries assess the support for internal policy processes they receive from Germany and other donors and (2) what these donors can do to improve their support in the eyes of their partners.
