German development cooperation has set itself the task of improving the human rights situation in its partner countries. DEval has investigated how effectively this objective is implemented and where there might be potential for improvement.

Human rights are a "guiding principle" and "quality criterion" of the work of Germany's Federal Ministry for Economic Cooperation and Development (BMZ). This strategy is based on a human rights-based approach (HRBA) that has been comprehensively assessed for the first time in this evaluation. The second part of the evaluation looks at the mainstreaming of human rights standards and principles in bilateral projects of German development cooperation and at the effectiveness of these efforts in partner countries in terms of human rights.

The BMZ has established reform partnerships with selected African countries with the aim of contributing to the implementation of the German Marshall Plan with Africa and the G20 Compact with Africa (CwA) initiative. The evaluation strives to assess the experiences up to now with six African countries and support the further conceptual design of the reform partnerships.
