Die vorliegende Evaluierung untersucht den Beitrag der deutschen Entwicklungszusammenarbeit zum Energiezugang im ländlichen Afrika. Ziel des Berichts ist es, die Relevanz des Energieportfolios des BMZ in Afrika, sowie Maßnahmen zum ländlichen Energiezugang über netzungebundene Ansätze hinsichtlich ihrer Effektivität, entwicklungspolitischen Wirksamkeit, Nachhaltigkeit und Kohärenz zu bewerten. Übergreifend wurden eine Portfolioanalyse und eine Inhaltsanalyse von Vorhabensdokumenten durchgeführt und Literaturgutachten erstellt. Fallstudien in Benin, im Senegal und in Uganda mit quasi-experimentellen Umfragen, Fokusgruppendiskussionen und Interviews ergänzen das methodische Design.

This evaluation examines the Emergency COVID-19 Support Programme launched in April 2020 by Germany‘s Federal Ministry for Economic Cooperation and Development (BMZ). The programme financed measures for prevention, early detection and mitigation of the COVID-19 pandemic and its socio-economic consequences. The evaluation assesses the programme‘s relevance, coherence, effectiveness and efficiency. Analysis focuses primarily on the distribution channels and instruments used within the CSP. The evaluation‘s findings provide a basis for deriving conclusions and recommendations for addressing future crises.

In der vorliegenden Evaluierung wird das im April 2020 aufgesetzte Corona-Sofortprogramm des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) untersucht. Das Programm finanzierte in Partnerländern der deutschen Entwicklungszusammenarbeit Maßnahmen zur Vermeidung, Früherkennung und Eindämmung der COVID-19-Pandemie und ihrer sozioökonomischen Folgen. Bewertet werden in der Evaluierung des Corona-Sofortprogramms dessen Relevanz, Kohärenz, Effektivität und Effizienz. Dabei werden vor allem die eingesetzten Verteilungskanäle und Instrumente betrachtet. Auf Grundlage der Ergebnisse werden Schlussfolgerungen und Empfehlungen für zukünftige Krisen abgeleitet.

This research examines the complex interplay between exposure to right-wing populist messages targeting aid and political ideology at the mass level in Germany, the United States (U.S.), and the United Kingdom (UK) with data from original survey experiments. First, the experiments indicate that populist rhetoric reduces public support for foreign aid across all countries albeit to varying degrees. Second, the moderating role of political ideology is variable and complex across the different countries. In Germany, populist anti-aid messages reduce support among voters on the center of the ideological spectrum and among those without clear ideological preferences.

Globale Herausforderungen, die Zunahme grenzüberschreitender Konflikte und komplexer werdende Rahmenbedingungen stellen das Bundesministerium für wirtschaftliche
Zusammenarbeit und Entwicklung (BMZ) bei der Steuerung und Ausgestaltung seiner bilateralen staatlichen Entwicklungszusammenarbeit (EZ) vor große Herausforderungen.
Das Umfeld, in dem sich EZ bewegt, hat sich in den letzten zwanzig Jahren stark verändert. Vor dem Hintergrund komplexer werdender Rahmenbedingungen ist EZ ein wesentlicher Hebel für den Aufbau globaler Kooperationen zur Bearbeitung grenzüberschreitender Probleme und von grundlegender Bedeutung für die Ausgestaltung internationaler Beziehungen mit Partnerländern im globalen Süden.

Participatory evaluation functions as an approach that enables programs to be reviewed and improved from a local perspective, opening up new spaces for understanding and dialogue, which is deemed particularly necessary in (post)pandemic times. This chapter presents the case of EvalParticipativa, an original initiative created with the aim of identifying, critically analyzing, and learning from participatory evaluation experiences generated in Latin America and the Caribbean. To this effect, it gives an account of the participatory traditions rooted in the region and presents and discusses the key principles of participatory evaluation that have been developed by the EvalParticipativa initiative based on several experiences of this approach in the region. Finally, the possibilities and limitations detected by EvalParticipativa in terms of strengthening the participatory approach in evaluation in Latin America and the Caribbean are discussed.
