In this article, we provide practical guidelines for using interviews in Process Tracing evaluation methods. Process Tracing evaluation method employs more disaggregated theories of the causal process, termed a process theory-of-change. The process theory-of-change serves as the basis for conducting and using interviews in evaluation, including in the selection of respondents and the formulation of questions. The use of interviews varies across the three different phases of data collection in Process Tracing evaluation methods: (1) an exploratory phase that develops a plausible process theory-of-change, (2) a phase for testing and revising the process theory-of-change, and (3) a phase for assessment and addressing loose ends. We present guidelines for conducting and using interviews in each phase, with a particular focus on the testing and revising phase.

Die COVID-19-Pandemie stellte Länder weltweit vor ungekannte Herausforderungen und hatte gravierende gesundheitliche und sozioökonomische Folgen. In Deutschland finanzierte das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) von April 2020 bis Dezember 2021 mit 4,8 Milliarden Euro das Corona-Sofortprogramm (CSP), um zur Bekämpfung der Pandemie und ihrer sozioökonomischen Auswirkungen in deutschen Partnerländern beizutragen. Das DEval führte von 2021 bis 2024 eine Evaluierung des CSP durch und untersuchte dabei dessen Relevanz, Kohärenz, Effektivität und Effizienz. Die Ergebnisse und Empfehlungen dieser Evaluierung werden in diesem Policy Brief zusammengefasst und analysiert.

Dieser Policy Brief des DEval erläutert die aktuelle Relevanz der Entwicklungszusammenarbeit in der sich verändernden Weltordnung, illustriert bisherige Wirkungen und formuliert Reformbedarf bzw. Eckpunkte für wirkungsorientierte Reformen. Im Eigeninteresse Deutschlands und Europas bleibt Zusammenarbeit für globale Entwicklung im Rahmen eines regelbasierten multilateralen Systems hochrelevant. Die drei Zieldimensionen dieser Zusammenarbeit gilt es gut auszutarieren: 1) das traditionelle Solidaritätsgebot mit seinem Fokus auf Armutsbekämpfung, Menschenrechte und Gleichberechtigung; 2) die Stärkung globaler öffentlicher Güter beim Klimaschutz, der Demokratieförderung oder Biodiversität; aber auch 3) legitime Eigeninteressen wie in der Migrations- oder Außenwirtschaftspolitik.

Evaluation capacity development (ECD) has been gaining momentum internationally over recent years, whereby capacities can be developed at three levels: individual, organisational and contextual. ECD projects have been implemented in Latin America by the German Institute for Development Evaluation (DEval) in partnership with Costa Rica ́s Ministry of National Planning and Economic Policy (Mideplan) since 2015. Parallel to a recent evaluation of the cooperation received by Costa Rica from the perspective of a recipient country, DEval carried out a “systematisation of learnings” of its design and implementation. Lessons extracted from this exercise illustrate how evaluation processes undertaken by evaluation actors of the Global South can foster awareness and debate around the effectiveness of international cooperation in a world that is becoming increasingly interconnected. The aim of this article is to share the results obtained through this evaluation capacity development format, with a special emphasis on lessons learned regarding country-led evaluations in the context of the 2030 Agenda.

Migration scholars commonly study international migration and socio-economic integration separately, typically focusing on a single receiving country in the Global North. The TRANSMIT project adopts a transnational perspective, studying key migration routes to Europe via large-scale surveys among Syrians and their host communities in two major countries of mixed-migration contexts, namely Lebanon and Turkey. Both countries, in addition to their own history of emigration, host large refugee populations. The surveys cover both migration biographies and aspects of the socioeconomic participation of Syrian nationals. Surveying the host populations in equal terms allows researchers to examine local contexts and group differences.

Die internationale Gemeinschaft hat sich 2015 mit der Agenda 2030 für nachhaltige Entwicklung und dem Übereinkommen von Paris ehrgeizige Klimaschutzziele gesetzt. Am wichtigsten ist die Begrenzung des globalen Temperaturanstiegs auf deutlich unter 2°C und möglichst unter 1,5°C im Vergleich zur vorindustriellen Zeit. Das Deutsche Evaluierungsinstitut der Entwicklungszusammenarbeit (DEval) hat die Relevanz und die Wirksamkeit minderungsrelevanter Entwicklungszusammenarbeit des BMZ, Deutschlands und der Gebergemeinschaft der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) untersucht sowie Voraussetzungen einer Effizienzbewertung herausgearbeitet. Die Ergebnisse und Empfehlungen dieser Evaluierung werden in diesem Policy Brief zusammengefasst und analysiert.
