Emanuel Blanca Moya

Emanuel Blanca Moya joined DEval in March 2022. Before joining DEval, he worked for several years as an evaluator for the Omar Dengo Foundation, in Costa Rica, helping the development and evaluation of many educative and social projects for the Costa Rican Ministry of Public Education.  He has experience designing, coordinating and executing evaluations, also training and teaching in mixed methods for research and pragmatic evaluation: working for both public and private sector as an Independent consultant and professor.  Most recently, worked several years at the University of Costa Rica as an academic evaluator and quality assessment assessor for different evaluation process and stills teaches about educational research in the Costa Rican Distance State University (UNED). Former member of the ReLAC, EvalYouth LAC and EvalYouth Costa Rica’s executive committees. Founding member of the RedEvalCR (Costa Rican VOPE). He has a master degree in Programatic Evaluation at the University of Costa Rica and a degree in Social Psychology.
