Developing and emerging countries faced difculties to curb the consequences of the COVID-19 pandemic through their social protection and health systems. The German Government, therefore, provided support to such countries, notably via the Federal Foreign Office, the Federal Ministry of Health and the Federal Ministry for Economic Cooperation and Development (BMZ). Since the end of 2021, DEval has been evaluating the Emergency COVID-19 Support Programme (CSP), the largest of these Government support packages financed by the BMZ. The evaluation aims to identify the programme’s strengths and weaknesses of the CSP so that lessons can be drawn for the management of future global crises.

In order to strengthen human rights in development cooperation (DC) partner countries, the Federal Ministry for Economic Cooperation and Development (BMZ) has adopted a human rights-based approach that requires all bilateral DC projects to mainstream human rights standards and principles. DEval analysed how successfully do DC Projects implement these requirements in practice in the second part of the evaluation “Human Rights in German Development Policy”. The analysis focussed on projects from the intervention area “Private sector and financial system development”. This policy brief summarises the key findings of this evaluation.

Following Germany’s change of government in 2021, the Federal Ministry for Economic Cooperation and Development (BMZ) published its first feminist development-policy goals: to eliminate structural inequalities and discrimination against women, girls and other marginalised groups in the long term. The BMZ's feminist development policy builds on existing strategies, including those for gender equality, human rights and the inclusion of persons with disabilities. Based on DEval evaluations on these topics, this policy brief examines the extent to which German development cooperation already includes key features of feminist development policy. It also provides specific advice on how these can be better incorporated into development cooperation practice.

Insbesondere Entwicklungs- und Schwellenländer können die Folgen der COVID-19-Pandemie durch ihre sozialen Sicherungssysteme und Gesundheitssysteme nicht ausreichend abfedern. Daher unterstützte die deutsche Bundesregierung solche Länder, unter anderem über das Auswärtige Amt, das Bundesministerium für Gesundheit und das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ). Das DEval evaluiert seit Ende 2021 die Stärken und Schwächen des vom BMZ fnanzierte Corona-Sofortprogramms, um hieraus für die Bewältigung zukünftiger Krisen zu lernen.

Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) hat sich mit seinem Kooperationsmodell der Reformpartnerschaften (RP) seit 2017 zu einer vertieften Kooperation mit afrikanischen Staaten verpflichtet. Die RP knüpfen als bilateraler Beitrag Deutschlands an den Compact with Africa (CwA) an, der sich der Förderung privatwirtschaftlicher Investitionen auf dem afrikanischen Kontinent mit dem Ziel eines inklusiven Wachstums verschrieben hat. Vor diesem Hintergrund hat das Deutsche Evaluierungsinstitut der
Entwicklungszusammenarbeit (DEval) das Kooperationsmodell der Reformpartnerschaften evaluiert. Dieser Policy Brief fasst die wichtigsten Ergebnisse und Empfehlungen der Evaluierung zusammen.

Um die Menschenrechte in Partnerländern der Entwicklungszusammenarbeit zu stärken, gibt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) in seinem Menschenrechtsansatz vor, dass menschenrechtliche Standards und Prinzipien in allen Vorhaben verankert sein müssen. Wie gut dies tatsächlich umgesetzt wird, hat das DEval im zweiten Teil der Evaluierung „Menschenrechte in der deutschen Entwicklungspolitik“ untersucht. Dabei wurde der Schwerpunkt auf Vorhaben im Bereich der nachhaltigen Wirtschaftsentwicklung - Stärkung des lokalen Privatsektors und lokaler Finanzsysteme in Partnerländern - gelegt. Dieser Policy Brief fasst die wichtigsten Ergebnisse der Evaluierung zusammen.
