Our Evaluations

German development cooperation is increasingly taking place in fragile contexts, as more than half of its partner countries are now affected by violence, conflicts and a lack of state authority/legitimacy. As a result of these particular challenges, the effectiveness of development cooperation is threatened. This evaluation provides guidance for policymakers in the German Federal Ministry for Economic Cooperation and Development (BMZ) and other donors to adapt development cooperation to the context of partner countries with the aim to make it more effective and sustainable. 

In the future, the Federal Government’s bilateral development cooperation is to become more geared towards country-specific overall strategies. DEval has developed an instrument that can be used to investigate whether German development cooperation is still on the right track with its activities in the respective partner country.

In 2000, the Federal Government and Vietnamese government agreed on a programme to support wastewater management, with the aim of installing central sewage treatment plants in nine provincial capitals. However, the project was subject to delays lasting several years. DEval investigated the structural causes of these delays. The evaluation was completed in 2019.

German development cooperation measures are increasingly carried out in cooperation with private companies. This applies equally in agriculture, a sector of great economic importance in many developing countries. DEval evaluated the potential and the risks of this form of cooperation.
