18.01.2019 - Evaluating in the contexts of fragility
Despite the efforts the international community is investing into what the Organisation for Economic Cooperation and Development (OECD) terms ‘fragile states’, the conflict contexts put at permanent risk the possibility of interventions to achieve results as well as the quality and sustainability of results achieved. Although data collection methods continue to evolve, there is no perfect way to facilitate learning and accountability, especially in fragility, conflict and violence contexts, because of their level of complexity and fluidity. Challenges hindering evaluation efforts include: difficulties (at times) accessing affected populations; limited availability of good quality and unbiased data; lack of appropriate tools and resources, and/or signs of corruption and other implicit factors that are difficult to validate and report on.
