Die deutsche Entwicklungszusammenarbeit (EZ) verfolgt das Ziel, negative soziale und ökologische Effekte in globalen (Textil-)Lieferketten zu reduzieren und damit langfristig zu ihrer nachhaltigen Ausgestaltung beizutragen. In der vorliegenden Evaluierung wird insbesondere das Zusammenspiel verschiedener EZ-Instrumente und -Maßnahmen zur Förderung nachhaltiger globaler Lieferketten im Textilsektor untersucht.

One of the most distinctive features of the 2030 Agenda for Sustainable Development lies with its detailed follow-up and review, guided by a global indicator framework and prominently reflected in Voluntary National Reviews (VNRs) submitted by governments. This discussion paper has been produced by a cross-continental Sustainable Development Goals (SDG) evaluation working group, constituted by three officials from DEval, CLEAR-AA and the Centre for Learning on Evaluation and Results-Latin America and the Caribbean (CLEAR-LAC).

La Agenda para el Desarrollo Sostenible 2030 de la Organización de las Naciones Unidas (ONU) es una herramienta de desarrollo que establece un mecanismo detallado de seguimiento y revisión basado en un marco global de indicadores y posicionado prominentemente en los Informes Nacionales Voluntarios (INV). Dentro de ese contexto, sin embargo, la evaluación de programas solo juega un papel menor. El presente informe de orientación política analiza el lugar que ocupa la evaluación de programas en los procesos de política pública, planificación del desarrollo y elaboración de los INV en ocho países de África y América Latina.

This Policy Brief is a succinct summary of findings from a recently completed research study on the role of evaluations in the development of country voluntary national review reports (DEval, CLEAR-AA and CLEAR-LAC. 2022. “VNRs and SDG evaluations in Anglophone Africa and Latin America: A mapping of common challenges and emerging good practices”. German Institute for Development Evaluation, Bonn. The policy brief proffers recommendations on how to create an enabling environment for a greater role of evaluation reports and evidence in VNR development.

Wie hat sich die kommunale Entwicklungspolitik in Deutschland in den letzten Jahren weiterentwickelt und wo steht sie heute? Was wurde erreicht und welche Herausforderungen bestehen für kommunales entwicklungspolitisches Engagement? Und wie können deutsche Kommunen weiter unterstützt werden, um bis 2030 und darüber hinaus einen möglichst großen Beitrag zu einer global nachhaltigen Entwicklung leisten zu können? Diesen Fragen wurde in zwei komplementär angelegten Untersuchungen nachgegangen: einer Studie des German Institute of Development and Sustainability (IDOS) und einer Evaluierung des Deutschen Evaluierungsinstituts der Entwicklungszusammenarbeit (DEval). In diesem Policy Brief werden die Ergebnisse und Empfehlungen beider Untersuchungen vorgestellt.
