This paper discusses whether energy access programmes in rural sub-Saharan Africa reach the poor. We examine on- and off-grid electrification as well as improved cooking. Pro-poor development requires that the programmes enable the poor to unlock their productive potential. We therefore focus on the productive use potentials triggered by energy access programmes, such as irrigation. Our review of the recent evaluation literature informed by our sector and evaluation experience on the topic also comprehensively cover other potential channels, including education and health. In doing so, we consider both direct economic benefitsto the poor and whether indirect effects accrue to the unconnected via spillovers from among the connected. We conclude by emphasizing that energy access is beneficial for the poor if connections are made affordable through subsidization, but indirect effects from productive use and income generation are largely absent. From a pro-poor perspective, energy efficient biomass cookstoves offer the largest potential.

Quantitative benchmarks for cost-effective provision of rural energy access are difficult to obtain because deployment costs vary across technologies, contexts, and technical assistance approaches – but crucially also across sustainability assumptions. As an alternative, this discussion paper provides a qualitative costeffectiveness assessment of different energy access strategies. That is, we discuss the different cost factors, and we additionally account for differences in impact potentials across rural energy access options. We include on-grid and off-grid electrification and improved cooking technologies. The focus is on rural sub-Saharan Africa, where energy access rates are low. We diagnose largely disappointing impacts of high-power electrification technologies, turning stand-alone solar into the more cost-effective electrification strategy in that setting. We conclude by emphasizing the high impact-cost ratio for energy-efficient biomass cookstoves

This evaluation examines the Emergency COVID-19 Support Programme launched in April 2020 by Germany‘s Federal Ministry for Economic Cooperation and Development (BMZ). The programme financed measures for prevention, early detection and mitigation of the COVID-19 pandemic and its socio-economic consequences. The evaluation assesses the programme‘s relevance, coherence, effectiveness and efficiency. Analysis focuses primarily on the distribution channels and instruments used within the CSP. The evaluation‘s findings provide a basis for deriving conclusions and recommendations for addressing future crises.

  • Dr Wiebke Stein

Manipulating the Masses? Right-Wing Populist Messages, Political Ideology, and Public Support for Multilateral Development Aid in Germany, the United States, and the United Kingdom

This research examines the complex interplay between exposure to right-wing populist messages targeting aid and political ideology at the mass level in Germany, the United States (U.S.), and the United Kingdom (UK) with data from original survey experiments. First, the experiments indicate that populist rhetoric reduces public support for foreign aid across all countries albeit to varying degrees. Second, the moderating role of political ideology is variable and complex across the different countries. In Germany, populist anti-aid messages reduce support among voters on the center of the ideological spectrum and among those without clear ideological preferences.
