Policy Brief: Capacity Strengthening for Resilient and Just Food Systems

Realising the right to food for all is one of the key objectives of German and international development cooperation. This could be achieved by strengthening technical capacity for food production in partner countries and enhancing nutrition literacy. In practice, this could take the form of agricultural extension services, farmer field schools, community meetings or the provision of nutrition advice for mothers. DEval, in cooperation with the International Initiative for Impact Evaluation (3ie), has synthesised international impact evaluations assessing capacity strengthening and nutrition literacy interventions in sub-Saharan Africa. The results show that these approaches have a positive impact on food security and nutrition. To reach vulnerable populations, however, capacity development must be supported by other types of intervention.
