Promoting Effective Policies and Reforms for Climate Change Mitigation

Building on the DEval evaluation "Climate change mitigation through development cooperation", DEval is continuing its work in the field of climate change with the evaluation "Promoting effective policies and reforms for climate change mitigation". Of overarching interest here is the extent to which German development cooperation has contributed to reducing greenhouse gas emissions in developing countries by promoting effective policies and reforms.

Background

The global climate crisis is one of the greatest challenges regarding the preservation and development of natural and human systems, which jeopardises the achievement of development goals and the development policy successes of recent decades. It is crucial for effective climate policies to be implemented in order for the transformational change and just transition required to achieve the goals of the Paris Agreement to become a reality.

Objectives

The evaluation contributes towards learning and accountability. Programme-based approaches, policy-based financing and the promotion of macroeconomic policies in bilateral and multilateral technical and financial cooperation are examined. The relevance, coherence, effectiveness, overall development impact and sustainability of these interventions are assessed. The evaluation is scheduled to be published in the second quarter of 2027.

Methods

To address the study's questions, primarily macro-quantitative methods are employed. A portfolio and allocation analysis examines portfolio structure and influencing factors to generate evidence for strategic adjustments in portfolio and allocation structures. A macro-quantitative effects and impact analysis evaluates the impact indicators of German and international development cooperation using secondary observational data and statistical methods, such as panel regression analysis. Additionally, qualitative methods are applied in an evidence synthesis to provide comprehensive insights.
