Country Portfolio Evaluation of German Support to the Republic of Malawi

DEval is looking for a consultant team consisting of a senior and junior consultant for participating in the evaluation, and particularly the data collection in Malawi. The senior evaluator and the junior evaluator shall apply as a team as they will be required to work together very closely for the implementation of this assignment. The objective of this consultancy is to support the DEval team regarding the implementation of the country portfolio evaluation (CPE) in Malawi. The consultant team will be involved in preparing the CPE thematically and logistically, preparing and conducting the on-site data collection during the data collection phases in Lilongwe (with potential in-country trips to project sites), and supporting the data analysis and follow-up work.

The consultants will join the DEval evaluation team and closely cooperate throughout the entire evaluation. A first exploratory on-site study will probably be conducted as part of the inception phase in June/July 2025. The main data collection phase will take place between August 2025 and February 2026, including a second on-site data collection in October/November 2025. The timing of the data collection described here is indicative and will be coordinated with the consultant team as soon as possible.

The maximum amount of working days for the consultant team will be 74 (which are divided into 37 working days for the senior evaluator and 37 working days for the junior evaluator). An additional number of 3 working days could be included, if the team includes a young and emerging evaluator (YEE).

Required qualifications - Senior Evaluator

  • University degree (Master degree or equivalent; proven by diploma);
  • At least 8 years of living and/or 5 years of professional experience in Malawi;
  • At least 4 years of professional experience within the last 10 years in the field of international cooperation in Malawi;
  • Professional experience engaging with Malawian government entities (e.g. ministries, agencies, district authorities, or local government institutions) in at least 2 projects or assignments within the last 10 years;
  • At least 3 years of professional experience within the last 10 years in the field of research and/or evaluation;
  • At least 2 years of professional experience or research in one of the following sectors relevant for the German development cooperation with Malawi: i) Good (financial) governance; ii) Food and nutrition security;  iii) Private sector and financial sector development; or iv) Social protection, population policy and sexual and reproductive health and rights;
  • At least 3 years of professional experience in qualitative data collection and documentation, incl. conducting semi-structured interviews and/or focus group discussions;
  • Experience in applying participatory evaluation methods/designs (e.g. Most Significant Change Technique) in at least 1 research/evaluation project;
  • Excellent knowledge of English (C1, written and oral), while knowledge of Chichewa is considered an asset.

Required qualifications - Junior Evaluator

  • University degree (Bachelor degree or equivalent, proven by diploma);
  • At least 5 years of living and/or work experience in Malawi;
  • Professional experience in international cooperation in Malawi in at least 2 projects or assignments within the last 5 years;
  • At least 1 year of experience in qualitative data collection and documentation, incl. conducting semi-structured interviews and/or focus group discussions, gained during studies or professional career;
  • Professional experience related to administration and logistical support for on-site data collection in at least 2 projects or assignments;
  • Excellent knowledge of English (B2, written and oral), while knowledge of Chichewa is considered an asset.
