New Evaluation Training Module on SDG Alignment

On November 18th 2021, the project Focelac+ supported the implementation of a training module on evaluation for the Malawi Supreme Audit Institution (SAI). The module was part of a five-day training pilot on the use of the Public Financial Management Reforming Framework (PFM RF) for SDG alignment. This instrument was developed for anglophone African countries in a joint effort by the African Organisation of English-speaking Supreme Audit Institutions (AfroSAI-E) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

In close cooperation with AfroSAI-E and GIZ, Focelac+ provided advisory support during the process of developing the evaluation module, followed by project team members Helena Stadtmüller and Dirk Hoffmann facilitating the training session. Due to restrictions arising in connection with the Covid-19 pandemic the module was conducted in a hybrid format, both in person and online.

The module provides an introduction to evaluation, describes the functions of evaluation and the essential components of an evaluation system. It highlights the importance of evaluation in the context of the 2030 Agenda and provides a practical example from the region (Nigeria) based on the guide “Evaluation to connect national priorities with the SDGs - A guide for evaluation commissioners and managers.” The presentation includes useful practical references for SAIs’ work and so is well embedded in the five-day training programme on the PFM RF.

Given AfroSAI-E’s importance in the region and the widespread use of the PFM RF, there is strong potential for reaching a large number of SAIs in anglophone Africa with the introductory module and increasing awareness of the importance of evaluation. For Focelac+, it is of interest to support this type of initiative, as SAIs are essential to ensure the accountability and transparency of government actions. Increasing their awareness of the key role of evaluation in the context of the 2030 Agenda is instrumental for strengthening this line of work.
