E4CA: COP31 Call for Proposals

We are now accepting submissions for the E4CA program for COP31. We invite researchers, evaluators, and practitioners to share published evidence on climate and environmental action that can inform global policy dialogue. 

Submissions are open until August 31, 2026, 23:59 (UTC−12). 

What we are looking for 

E4CA is an evidence-based platform. We accept submissions that draw on completed, published research — including peer-reviewed publications, published reports, and formally released evaluations. We welcome evidence across the following thematic tracks: 

• Adaptation, Resilience & Loss and Damage

• Biodiversity, Forests & Rio Synergies 

• Climate Finance, Institutions & Implementation 

• Climate Justice, Equity & Poverty 

• Climate-Resilient Cities, Infrastructure & Water 

• Evaluation, Evidence & Climate Action 

• Food Systems, Agriculture & Food Security 

• Green Industrialization, Transport & Economic Transformation 

• Health Systems & Climate 

• Indigenous Peoples & Local Communities 

• Mitigation, NDCs & Carbon Markets 

• Oceans, Seas & Coastal Systems 

• Powering Climate Action, Electrification & Clean Energy Transition 

• Technology, Data & Geospatial Evidence 

• Youth & Education

• Zero Waste & Circular Economy

Submissions must be grounded in documented data, methods, and findings. Conceptual pieces, opinion articles, and unpublished working papers are not eligible. 

Selection prioritizes scientific rigor, policy relevance, contribution to climate action, and clarity of communication.

Each submission must consist of a single publication, with lessons drawn from and systematically linked to its analytical framework. Submissions that compile unrelated lessons not grounded in a single published report will not be considered.

E4CA will aim for a program that reflects a wide range of voices, perspectives, and institutions, and actively encourages submissions from a broad range of organizations and regions. 

Submissions are accepted in English only.

• Fill in the Submission Form with your title, abstract, extended abstract, and thematic track preferences. 

• Send your completed submission by August 31, 2026, 23:59 (UTC−12) 

What happens after you submit 

All submissions go through a structured review process, including an initial eligibility screening followed by double-blind peer review.

E4CA will assemble virtual and in-person programs, pairing authors whose evidence is thematically or methodologically complementary to create substantive, comparative sessions.

Authors of accepted submissions will be notified and asked to confirm participation, either virtual or in-person in Türkiye. Panels will also be composed with attention to geographic and gender balance. 

Final presentations are due one week before the relevant event.
