30.10.2018 - Evaluation Capacity Development in the Era of the 2030 Agenda
Country-led evaluations are a fundamental principle in the follow-up and review process of Agenda 2030. At the Stockholm Evaluation Week DEval-Director Jörg Faust presented Deval’s systemic approach to Evaluation Capacity Development as implemented in Latin America.
The FOCEVAL project (Fomento de Capacidades en Evaluación) has supported strategically relevant
evaluations and provided advisory services to governments and parliaments. An important part of the project has been establishing training courses on evaluation and involving civil society organisations in evaluation processes. In Costa Rica, the evaluation actors have joined forces in a national platform and have collaborated to draw up a national evaluation policy. Deval’s approach has thus contributed to collaboration between the stakeholders and to more ownership in evaluation processes. The project led to more evidence-based decisions and to enhanced transparency in government action, and contributed to the overall sustainability of the evaluation system.
