17.10.2017 - Costa Rican Deputy Minister of MIDEPLAN visits DEval

During the week of 18th to 22nd of September 2017, the Deputy Minister of the Ministry of National Planning and Economic Policy (MIDEPLAN) of Costa, Maria del Pilar Garrido Gonzalo, visited project partners from FOCEVAL in Germany.

Deputy Minister Garrido Gonzalo and Florita Azofeifa Monge, director of the Department for Evaluation and Monitoring from MIDEPLAN, discussed the state of implementation of Agenda 2030 in Costa Rica and Germany with representatives from Deval and from BMZ departments responsible for evaluation and investigation, for Agenda 2030 and for development policy of Central America.

The Costa Rican delegation also engaged in a dynamic exchange with evaluators from DEval. Teams from the „Metaevaluation of Sustainability of German Development Cooperation“ and the evaluation „Philippines: environment and rural development“ presented their experiences and challenges in planning and conducting evaluations. The Costa Rican guests held a presentation on the national evaluation system of Costa Rica and discussed key factors that enable sustainability of this system. Moreover, possibilities for FOCEVAL to support the adjustment of the national evaluation system of Costa Rica to meet the requirements of Agenda 2030 and the SDGs were discussed and first activities decided upon.

Deputy Minister Garrido Gonzalo and Florita Azofeifa Monge participated in the annual conference of the Association of Evaluation DeGEval. The Deputy Minister represented Costa Rica on a panel related to „International perspectives on the future of evaluation“. On another panel, coordinated by FOCEVAL, Deputy Minister Garrido Gonzalo, Florita Azofeifa Monge, Stefanie Krapp (Head of Department, DEval) and Carolina Zúñiga (evaluator, FOCEVAL) discussed the topic „The Future of Evaluation in Costa Rica“, in which the relevance of a systemic approach to strengthen national evaluation capacities was emphasized.
