Support to the implementation of the Country Portfolio Evaluation Serbia

Objective of the contract
DEval is looking for a consultant team consisting of a senior and junior evaluator for participating in the evaluation and particularly in the data collection in Serbia. The senior evaluator and the junior evaluator shall apply as a team as they will be required to work together very closely for the implementation of this assignment. The objective of this consultancy is to support the DEval team regarding the implementation of the CPE in Serbia. The consultant team will be involved in preparing the CPE thematically and logistically, preparing and jointly with DEval conducting the on-site data collection during the data collection phases in Belgrade(with potential in-country trips to project sites of approximately five days per consultant), and supporting the data analysis and follow-up work.
The consultant team will support the DEval team and closely cooperate throughout the entire evaluation. The inception phase of the evaluation starts in May 2026. A first exploratory on-site visit will probably be conducted as part of the inception phase in June 2026. The main data collection phase will take place between November 2026 and March 2027, including a second on-site data collection in November/December 2026. The timing of the data collection described here is indicative and will be coordinated with the consultant team as soon as possible.
The period of cooperation shall be from May 2026 until latest October 2027. The maximum amount of working days for the consultant team will be up to 75 (which are divided into up to39 working days for the senior consultant and up to 36 working days for the junior consultant).
Required qualifications Senior Evaluator
In order to assess the professional qualifications of the senior evaluator the following requirements have to be met and are to be proven by the evaluator’s CV (no longer than eight pages, font size 11):
- University degree (Master degree or equivalent) proven by copy of diploma;
- At least 8 years of living and/or 5 years of professional experience in Serbia proven by CV and/or references;
- A minimum of 4 years of professional experience within the last 10 years in the field of international cooperation in Serbia proven by CV and/or references;
- Professional experience engaging with Serbian government entities (e.g. ministries, agencies, district authorities, or local government institutions) in at least 2 projects/ assignments within the last 10 years proven by CV and/or references;
- At least 3 years of professional experience within the last 10 years in the field of research and/or evaluation proven by CV and/or references and/or a list of publications;
- At least 2 years professional and/or research experience covering at least two of the following areas: i) Climate and energy, just transition; ii) Sustainable economic development, education and employment; iii) good governance; iv) EU accession processes; proven by CV and/or references and/or list of publications;
- At least 2 years of professional experience in qualitative data collection and documentation, incl. conducting narrative and/or semi-structured interviews and/or focus group discussions proven by CV and/or references;
- Excellent knowledge of Serbian and English (C1, written and oral) proven by CV/certificates and/or references.
Required qualifications Junior Evaluator
In order to assess the professional qualifications of the junior evaluator the following requirements have to be met and proven by junior evaluator’s CV (no longer than eight pages, font size 11):
- University degree (Bachelor degree or equivalent) proven by copy of diploma;
- At least 5 years of living and/or work experience in Serbia proven by CV and/or references
- Professional experience in international cooperation in Serbia in at least 2 projects or assignments within the last 5 years proven by CV and/or references;
- At least 1 year of experience in qualitative data collection and documentation, incl. conducting narrative and/or semi-structured interviews and/or focus group discussions, gained in the course of studies or professional career, proven by CV and/or references;
- At least 1 year of professional and/or research experience across one or more of the following areas: i) Climate and energy, just transition; ii) Sustainable economic development, education and employment and/or iii) good governance; and/or iv) EU accession processes; gained in the course of studies or professional career, proven by CV and/or references and/or list of publications;
- Professional experience related to administration and/or logistical support for field visits or data collection in at least 2 projects or assignments proven by CV and/or references;
- Excellent knowledge of Serbian and English (C1, written and oral) proven by CV/certificates and/or references.
