In 2022, BMZ anchored anti-corruption and integrity as a quality feature of its development cooperation with a new performance profile (Leistungsprofil). The DEval evaluation focuses on anti-corruption measures in Germany’s bilateral development cooperation. On the one hand, it will examine anti-corruption as a cross-cutting issue and its mainstreaming. On the other hand, the evaluation will analyze specific anti-corruption measures in the area of governance, such as the promotion of audit offices. Currently, the evaluation is in the clarification stage; the focus of the evaluation as well as the exact evaluation questions will be formulated during the concepualization phase in the second quarter of 2025.

The DEval evaluation team aims to work with a consultant or a consultant team of up to two people who support the core team with conceptual input and scientific expertise during the conceptualization and inception phase of the evaluation. This expert consultancy is expected to take place between 26 May 2025 and 29 August 2025. Bidders are free to propose either one person or a team of no more than two persons for sharing the work packages and tasks.

Required qualifications

• MA University degree in Political Science, Economics, Sociology or a related area
• At least 3 years of demonstrable experience in research and/or evaluation including qualitative and/or quantitative data collection, data analysis and/or documentation/report writing
• In-depth knowledge of research on (anti-)corruption, demonstrated through reference project(s) and/or publications
• Knowledge of the content and structures of development cooperation (DC) demonstrated by a reference project or six months of work experience in DC
• Experience in conducting evaluations and/or publishing articles in peer-reviewed journals
• The consultant has demonstrated fluency in English or German.
