Evidence on outpatient insurance and digital health systems in Pakistan and Cameroon
Universal health coverage remains a key Sustainable Development Goal. This session presents findings from two impact evaluations examining approaches to expanding financial protection and improving access to health services: a social health protection initiative in Northern Pakistan supported by KfW and evaluated by the Hochschule Bonn-Rhein-Sieg (H-BRS), which pilots outpatient health insurance, and the digitalization of a subsidized health financing scheme targeted for pregnant women in Cameroon through the introduction of OpenIMIS, implemented by GIZ and evaluated by Heidelberg University.
Drawing on the results of both evaluations, the session discusses whether outpatient insurance can improve financial protection and healthcare utilisation, and how digital health financing systems can strengthen effective maternal healthcare coverage, financial protection and health system management.
