Since the discussion about the federal budget in autumn 2023, the general public has been increasingly critical of German development policy. This criticism comes in the wake of a series of successive and interwoven crises: the Covid-19 pandemic; the Taliban’s return to power in Afghanistan in 2021; the Russian war of aggression against Ukraine, which began in 2022; and the conflict in the Middle East, which has flared up again since 2023. The war against Ukraine and its consequences have also led to rising living and energy costs. This has further exacerbated the tense economic situation in Germany and increased the pressure on the federal budget, thereby contributing to the premature end of the SPD/Green/FDP coalition, which had been in power since the end of 2021.

Against this backdrop, this policy brief addresses the following questions:
1. How has the German population’s support for development policy changed in recent years?
2. How can these developments be explained, and what are the implications for Development Cooperation?

Die vorliegende Pilot-Länderportfolioevaluierung stellt steuerungsrelevante Erkenntnisse für die staatliche Entwicklungszusammenarbeit in Peru zur Verfügung, bewertet deren Engagement und formuliert Empfehlungen für deren Verbesserung. Durch die Bereitstellung von Erkenntnissen über die Wirksamkeit der vom Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung finanzierten EZ in Peru soll die Transparenz und Rechenschaftspflicht der deutschen Entwicklungszusammenarbeit gestärkt werden. Des Weiteren sollen Informationen für die strategische Planung und Steuerung bereitgestellt werden, die vom Ministerium sowie den staatlichen Durchführungsorganisationen aber auch durch die Partnerregierung in Peru für die strategische Entscheidungsfindung und die Verbesserung der Zusammenarbeit genutzt werden.

Given the urgency of climate action, support to developing countries must meet their needs. This brief presents key results from a DEval evaluation on climate change mitigation through development cooperation and a corresponding scientific study conducted with the University of Amsterdam.

In 2023 and 2024 DEval supported the National Planning Secretariat (SNP) of Ecuador to conduct its first country-led evaluation with a participatory approach. The Socialization and Encounter Spaces (ESE) service was evaluated; this service is offered by the Ministry of Economy and Social Inclusion (MIES) of Ecuador. Its purpose is to facilitate meetings, socialization and recreation for older adults; promote coexistence, participation, solidarity, relationships with families and the community, as well as to have an impact on positive and healthy aging. For this purpose, a multi-stakeholder team was formed, composed of the SNP, the MIES, representatives of the beneficiary population, academia, and other civil society actors. This multi-stakeholder team was facilitated by evaluation experts who accompanied the process, provided technical guidance and capacity building.

An effective contribution of development cooperation to climate protection in the countries of the global South is becoming increasingly relevant in view of the growing climate crisis. In order to provide decision-makers in German development cooperation, but also in other donor countries, with relevant orientation knowledge, DEval has conducted a macro-quantitative study in the field of climate change mitigation, thus building on its work in the field of climate adaptation. This evaluation presents evidence on climate policy interventions by the BMZ, Germany and the OECD donor community.

Die vorliegende Evaluierung untersucht die Maßnahmen der deutschen bilateralen Entwicklungszusammenarbeit (EZ) in Schutzgebieten. Das BMZ verfolgt bei der Schutzgebietsförderung zwei übergeordnete Ziele: den Erhalt der globalen Biodiversität und die Sicherung nachhaltiger Einkommen für die lokale Bevölkerung. Die Förderung bewegt sich daher in einem Spannungsfeld zwischen Schutz- und Nutzungsinteressen, die miteinander in Einklang gebracht werden sollen.
