Food insecurity and malnutrition remain a global challenge, with poverty being a main cause. Recent events with global repercussions, including the COVID-19 pandemic and Russia’s war of aggression in Ukraine, have created shock waves that disrupt global food trade and inflate prices worldwide. Regional conflicts and environmental megatrends exacerbate the fragility of food systems. In sub-Saharan Africa, droughts and armed conflicts are especially challenging. This study provides a synthesis of rigorous impact evaluations on the effectiveness of capacity strengthening interventions in the area of food security and nutrition with a regional focus on sub-Saharan Africa.

The research and advisory project aimed to contribute to developing an integrated system for monitoring, evaluation and management in bilateral official development cooperation. In an integrated system, monitoring and evaluation provide information on the achievement of objectives at module, development cooperation programme and country level, enabling adjustments that can increase the effectiveness of German development cooperation. The project involved analysing scientific findings and good practice examples from both international and German development cooperation and developing possible solutions.

Das Ziel dieses Forschungs- und Beratungsprojekts bestand darin, zur Weiterentwicklung eines integrierten Systems für Monitoring, Evaluierung und Steuerung in der staatlichen bilateralen Entwicklungszusammenarbeit (EZ) beizutragen. In einem integrierten System informieren Monitoring und Evaluierung über die Erreichung von Zielen auf Modul-, EZ-Programm- und Länderebene und ermöglichen Anpassungen, um die Wirksamkeit der deutschen EZ zu steigern. Im Rahmen des Projekts sollten wissenschaftliche Erkenntnisse sowie Positivbeispiele in der internationalen und deutschen EZ aufbereitet und Lösungsansätze entwickelt werden.

Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) unterstützt in ihre Herkunftsländer zurückgekehrte Migrant*innen dabei, dort wirtschaftlich und sozial Fuß zu fassen. Aus Rückkehr soll nachhaltige Reintegration werden. Das DEval hat die Wirksamkeit der Maßnahmen des BMZ im Zeitraum von 2017 bis 2023 untersucht. Die Ergebnisse und Empfehlungen der DEval-Evaluierung zu Rückkehr und Reintegration werden in diesem Policy Brief zusammengefasst und analysiert.

La presente evaluación piloto de la cartera de país (Länderportfolioevaluierung, ECP) proporciona información pertinente para la conducción de la cooperación al desarrollo (CD) oficial en el Perú, evalúa su compromiso y formula recomendaciones para su mejora. El objetivo es reforzar la transparencia y la rendición de cuentas de la CD alemana mediante la provisión de información sobre la efectividad de la CD por el BMZ en el Perú. Además, se proporcionará información para la planificación estratégica y la conducción, que será utilizada por el Ministerio y las organizaciones ejecutoras (OEs) estatales, así como por el Gobierno asociado en el Perú, para la toma de decisiones estratégicas y la mejora de la cooperación.

The suspension of US foreign aid by President Trump in January 2025 marked a significant shock to the global aid ecosystem, raising critical questions about the behaviour of European official development assistance (ODA) donors as media coverage of the event and public opinion might affect political decision-making. Against this backdrop, we examine the German public’s opinion on the USAID shutdown and their preferences for Germany’s and the European Union’s aid policies. A rapid survey conducted in February–March 2025 shows that while Germans broadly view the Trump administration’s decision to freeze US aid negatively, expressing particular concern about its impact on humanitarian issues, a substantial majority prefers no change to Germany’s foreign aid policy. Our analysis indicates that political ideology, populist attitudes and trust in the German federal government significantly shape whether individuals view the shutdown favourably and whether they support either mimicking US aid cuts or stepping in to fill the gap.
