Does Evidence Matter? The Impact of Evidence Regarding Aid Effectiveness on Attitudes Towards Aid

Development aid is considered an important instrument in achieving a more sustainable global future. However, the general public perceives aid as rather inefective. This may be because the public knows little about aid and its efects. Evidence for the efects of aid projects may therefore be of particular importance in shaping attitudes. In a survey experiment carried out among the German population (N ≈ 6000), we presented a claim on the efectiveness of an aid project or the same claim plus experimental evidence, qualitative evidence or anecdotal evidence and compared it to a no information control group. Results revealed that the claim increases both belief in the efectiveness of aid as well as support for aid. Among all forms of evidence tested, anecdotal evidence performs best, followed by experimental evidence. Pre-manipulation support for aid partly moderates the efect of the claim, but those who support aid do not react more strongly to the two forms of scientifc evidence (experimental/qualitative).

Grounding Evaluation Capacity Development in Systems Theory

While “systemic thinking” is popular in the context of capacity development and evaluation, there is currently a lack of understanding about the benefits to employing systems theory in evaluation capacity development. This article illustrates how evaluation capacity development practitioners can use systems theory as a conceptual tool to gain a better understanding of the functional aspects and interrelationships present within a given evaluation system. Specifically, the systems theory perspective can help elucidate the reasons for the success or failure of a given evaluation capacity development program or activity.

Evaluation Standards for Latin America and the Caribbean (Edition 2021)

The first version of the Evaluation Standards for Latin America and the Caribbean was created by the Latin American and Caribbean Network for Monitoring, Evaluation and Systematization (ReLAC) Evaluation Standards working group and was published digitally and in print in 2016. As was the case with the previous version, this new revised and approved edition offers a set of guidelines so that high-quality evaluations are achieved that assist decision making for development intervention measures.

La primera versión de los Estándares de Evaluación para América Latina y el Caribe fue elaborada por el grupo de trabajo de Estándares de Evaluación de la Red de Seguimiento, Evaluación y Sistematización de Latinoamérica y el Caribe (ReLAC) y publicada en forma impresa y digital en 2016. La actual edición revisada y consensuada –al igual que la primera–, ofrece un conjunto de orientaciones para la obtención de evaluaciones de alta calidad que aporten a la toma de decisiones en las acciones de intervención para el desarrollo.
