The Costa Rican National Evaluation System (NES) has developed significantly since the 2010 reorganisation of the Costa Rican Ministry of Planning and Economic Policy (MIDEPLAN), which designated one of its units to lead the evaluation function. Its objective is to strengthen public policy management by carrying out evaluations that generate evidence to enhance the efficiency and effectiveness of public policies. This report traces the development of the NES, drawing on Costa Rica’s specific context and the INCE dimensions, highlighting progress and areas for improvement that illustrate the system’s maturity. It presents the NES as an example of inclusive systemic development, marked by sustained progress, with a strong emphasis on participation, institutional learning and legitimacy, and the gradual consolidation of capacities, thereby reinforcing its long-term stability and relevance.

Despite previous successes in strengthening sexual and reproductive health and rights (SRHR) worldwide, challenges persist in the fight against maternal and neonatal mortality, as well as unintended and early pregnancies and gender-based violence. In many places the sexual and reproductive rights of girls and women are realised either not at all, or only partially. The importance of SRHR as a development-policy challenge is also reflected in the 2030 Agenda and its Sustainable Development Goals (SDGs), which contain numerous direct and indirect references to SRHR. Through its area of intervention “Population dynamics; sexual and reproductive health and rights”, Germany‘s Federal Ministry for Economic Cooperation and Development (BMZ) is working together with its partners to strengthen sexual and reproductive health and rights (SRHR). In this evaluation the German Institute for Development Evaluation (DEval) examines and assesses the activities in this area of intervention.

Die Stärkung sexueller und reproduktiver Gesundheit und Rechte (SRGR) ist eine globale Aufgabe. Trotz bisheriger Erfolge in der weltweiten Stärkung von SRGR bestehen noch immer Herausforderungen in Hinblick auf Mütter- und Neugeborenensterblichkeit, unbeabsichtigte und frühe Schwangerschaften oder geschlechtsspezifische Gewalt. Vielerorts sind auch die Rechte von Mädchen und Frauen im Hinblick auf Sexualität und Reproduktion nicht oder nur teilweise verwirklicht. Die Bedeutung von SRGR als entwicklungspolitische Herausforderung spiegelt sich auch in den Nachhaltigkeitszielen der Agenda 2030 wider, in denen zahlreiche direkte und indirekte Bezüge zu SRGR existieren. Mit dem Aktionsfeld „Bevölkerungsdynamik; sexuelle und reproduktive Gesundheit und Rechte“ arbeitet das BMZ gemeinsam mit seinen Partnern an Verbesserungen in diesem Bereich. Im Rahmen der vorliegenden Evaluierung untersucht und bewertet das DEval die Aktivitäten der EZ zur Förderung von SRGR weltweit.

Deutschland hat sich im Rahmen der Agenda 2030 und des Globalen Migrationspakts zu Maßnahmen im Bereich "Migration und nachhaltige Reintegration" bekannt. Ziel dieser Evaluierung ist es, die durch das BMZ beauftragten Maßnahmen zur Unterstützung nachhaltiger Reintegration von Rückkehrer*innen aus Deutschland rückblickend zu bewerten und so die Grundlagen für eine evidenzbasierte Politikgestaltung in diesem Themenfeld zu verbessern. Die Evaluierung geht der Frage nach, ob und in welchem Maß die deutsche Entwicklungszusammenarbeit dazu beigetragen hat, die wirtschaftliche und soziale Teilhabe von Rückkehrer*innen in ihren Herkunftsländern zu verbessern und dadurch die Chancen auf eine nachhaltige Reintegration zu steigern.

This discussion paper is dedicated to the question of how human rights and gender equality can be systematically integrated into the evaluation practice of development cooperation. Based on the observation that, despite far-reaching frameworks and political guidelines, the de-facto implementation of human rights-based approaches in evaluations remains incomplete. The aim of the paper is therefore to promote a conceptual understanding of human rights-based evaluation and to provide practical guidelines for its implementation.

Small enterprises are important contributors to economic development and local employment in low- and middle-income countries. However, they are often highly vulnerable to climate risks and have limited capacity to adapt to them.
