Equity has been at the forefront of development thinking and practice for over three decades. In the aftermath of the greatest exogenous shock that the world has seen this century – the coronavirus disease 2019 (COVID-19) pandemic – the 2022 World Development Report speaks of achieving an ‘equitable recovery’, which means the comprehensive recovery from losses of jobs, incomes and assets for all adults, regardless of socio-economic status (World Bank Group 2022, p. 2). Although there are debates and contestations about the precise definition of equity – or, more precisely, what equitable development means – equity is largely considered normative (Jones 2009). As a means to contribute to the discussion on the extent to which evaluating development cooperation can contribute to equity, this chapter presents a review of the empirical results of a strategic evaluation of the German Institute for Development Evaluation (DEval).
