INCE - National Evaluation Capacities Index
The National Evaluation Capacities Index (INCE) is a global initiative led by the German Institute for Development Evaluation (Deutsches Evaluierungsinstitut der Entwicklungszusammenarbeit, DEval) and the World Food Programme (WFP). It seeks to provide a snapshot of national evaluation systems: using a structured participatory assessment, the INCE helps countries understand their systems’ maturity, performance and gaps. This can then serve as a springboard for strengthening the institutionalization of evaluation and for supporting evaluation capacity development.
Grounded in a multifaceted analytical model that incorporates a range of dimensions and indicators, the INCE brings together governing entities, other system actors and an external perspective to energize national evaluation systems and promote the effective use of available capacities. The initiative’s network-based approach not only enhances the quality and legitimacy of results, but also positions DEval as a globally recognized actor in evaluation capacity development.
Structured around five dimensions and 74 indicators, the INCE provides a comprehensive framework through which to understand the maturity and performance of national evaluation systems. Results are presented in an interactive tree that allows users to explore how different elements of evaluation systems are structured and connected.
The INCE website features a data dashboard that allows users to download data from all measurement cycles and conduct direct queries by country, year, stakeholder group and level of disaggregation. This flexible, freely accessible data management tool makes it possible to identify opportunities for learning and international collaboration.
